Systems Advocacy
People with disabilities do have impairments, but what really disables them are the physical, communication, and attitudinal barriers that society creates. BCID works on a systems level to remove these barriers. BCID has played a key role in many landmark efforts on behalf of people with disabilities. We have advocated for:
- Federal and state funding for Centers for Independent Living (CILs)
- The Medicaid Buy-In
- Olmstead implementation (most integrated setting),
- Medicaid waiver for people with physical disabilities
- Constitutionality of the ADA,
- Transition services for students with disabilities
- Medicaid Community Attendant Services and Support Act (micassa)
- Consumer Directed Personal Assistance (CDPA) services
- Kendra’s Law
- Ticket to Work program
- Supportive employment
- Civil rights for people with disabilities
- Election reform
- Housing
- Accessible mass transit and taxis
- Emergency preparedness for people with disabilities
